Leading by example – Public
buildings in Upper Austria

The transformation of the public buildings sector can serve to set an example for citizens and
businesses. In Upper Austria, the regional government proactively chose to lead the way in the
energy transition by improving its own public buildings: strong energy efficiency criteria and
stringent NZEB standards were integrated into all refurbishment and new construction projects.
This led to a 23% reduction of the energy demand per m2 for heating and hot water in public
buildings between 2005 and 2017, despite the increase of building technologies and services
such as ventilation, cooling and IT.
